Niger Deputy Country Director

The Deputy Country Director is responsible to assist the Country Director (CD) in activities that promote the success of field programs and staff development. These activities may include the management of government and donor relations, program design, program implementation and evaluation, management of grants and budgets and support to field staff.

RESPONSIBILITIES:

• In the absence or discretion of the CD: Manages several subordinate supervisors who supervise a number of employees in various areas of supervision
• Oversee and manage office and financial administration as well as field staff and national staff
• Work in conjunction with the CD in developing field strategies and vision and evaluating all existing and potential programs for their compliance to this strategy and vision. Also work with the CD to identify and develop new programs to better fulfill field objectives
• Assist in the set-up of new field programs-this involves financial, logistical, personnel, and on-site support
• Make periodic visits to SP field sites to provide field staff support, address programmatic challenges, and explore potential program possibilities
• Assist in writing proposals and projects budgets, monitor effectiveness and financial expenditures, and evaluate ongoing and new activities
• Supervise and provide direction to any and all aspects of the projects as assigned
• Assist with conducting field assessments, identifying potential needs, designing and implementing response plans, including project budgets and writing funding proposals
• Monitor program effectiveness and financial accountability, and evaluate ongoing and new activities
• Provide professional representation and relationship building for SP with government officials, dignitaries, other NGOs and visitors as requested
• Monitor potential and present emergencies and keep SP informed of events, including crisis response options

• Maintain awareness and communicate legal and cultural requirements and ensure reasonable compliance of SP with the same

• Develop new programs, identifying and pursuing potential funding and other available resources for ongoing, new, or planned SP projects
• Maintain profiles on all field staff, including emergency contact numbers and copies of passports and visas, performance reviews and exit interviews
• Build relationships with other NGOs, government officials, and funding agencies
• Assist with program development and assessment in other regions as needed or assigned through writing funding proposals and budgets

QUALIFICATIONS:

• Bachelor's degree (B. A.) from four-year college or university; or one to two years related international work experience; or equivalent combination of education and experience
• Bilingual – English / French, fluent spoken and written English and French required.
• Proven planning, organizational and communication skills
• Excel in a diverse cross-cultural and pressured environment; displaying flexibility and adaptability
• Strong relational skills and financial management experience preferred
• Field tested diplomacy and negotiating skills
• Must have, or have the ability to obtain, an international drivers license
