Program Manager, Security and Logistics (483)

Kampala, Uganda - The Program Manager, Security and Logistics will be responsible for managing all country-level logistical support and spearheading all security protocol for Samaritan’s Purse (SP) in Uganda. The post-holder will be required to effectively oversee a team of staff responsible for all country-level procurement and fleet management, maintenance of in-country inventory and asset lists, and coordination of all customs, excise and immigration processes. The post-holder will be responsible for preparation, maintenance, implementation and monitoring of the in-country security plan and procedures, including ensuring that Samaritan’s Purse in-country leadership is kept up-to-date with new and ongoing emergencies and legal requirements related to security.

The Program Manager, Security and Logistics will report to the Country Director (CD) based in Kampala.

RESPONSIBILITIES:

• Direct line management of Logistics Coordinator and Transport Manager including performance reviews, ongoing direction, support, encouragement and correction
• Oversee procurement requests, purchase orders, and effective delivery of items
• Maintain up-to-date inventory and asset lists for all field offices
• Ensure vehicles are in good running condition, needed service dates are scheduled, and Samaritan’s Purse vehicle policies are adhered to
• Maintain awareness of legal and cultural requirements and ensure organizational compliance
• Prepare and submit required monthly reports for logistics, including inventory and fleet management, to the Country Director
• Act as official SP representative to stakeholders for all matters related to Logistics
• Develop and maintain relationships with diverse personnel who impact security of SP staff and operations, including cultural, government, military, police, UN and NGO leaders
• Design, implement, and monitor the security and safety plan for all SP Uganda operations
• Compile and analyze field office security protocol, including standard operating procedures and evacuation plans
• Maintain up-to-date record of security incidents and analyze trends to direct future action-planning
• Develop and maintain a site safety/security checklist to ensure adherence to protocols and emergency preparedness
• Provide staff with training on security procedures and how to maintain personal safety
• Monitor potential and present emergencies and keep the Country Director informed of events
• Maintain awareness of legal and cultural requirements and ensure organizational compliance
• Prepare and submit required monthly security reports and ad-hoc reports as necessary to the Country Director

QUALIFICATIONS:

• Bachelor’s Degree (B.A.) preferably in the field of Logistics or Development; or two years' related experience and/or training; or equivalent combination of education and experience
• Living/working experience in cross-cultural settings and insecure environments
• Experience working in relief/development programming
• Experience working in security or previous security training
• Ability to coordinate activities with other agencies, build and maintain positive working relationships
• Experience managing logistics and/or IS operations
• Detail-oriented and strong work ethic; strong report writing skills
